Development & Implementation of E-Payment System of Department of Telecom
Department of Telecom (DoT), Government of India, has decided to receive payments electronically as E-Receipts as per the decision of the Telecom Commission. For this purpose, DoT has decided to develop and implement an E-Payment System in order to enable its customers to fill E-Challans on its website and make online or offline payment using the E-Challan.
DoT has assigned the job of implementing the proposed E-Payment System to TCIL in two phases. In the first phase, TCIL has prepared the System Requirement Specifications (SRS) for the proposed E-Payment System of DoT. In the second phase, on acceptance of the SRS by DoT, TCIL is developing the E-Payment System for DoT as per the SRS. TCIL is currently in an advance stage of development and implementation of the E-Payment System of DoT.
Currently, DoT receives License Fees, Spectrum Charges, Royalty, WPC receipts
and other revenue receipts like processing fees, entry fees etc. in the form of
Demand Drafts only. The E-Payment System, once implemented, will enable the
licensee/ subscribers/ other customers to fill an E-Challan online for each type
of payment and make electronic payment either online using the SBI Internet
Banking System, Credit Card (Visa or Mastercard) using SBI Visa/Mastercard
Payment Gateway, or offline using electronic funds transfer facilities like RTGS,
NEFT, SBI Core Banking etc. from a Bank using the E-Challan. The E-Payment
System will handle automatic reconciliation of the receipt transactions to be
received electronically from SBI on daily basis and provide the necessary
revenue receipt related information online to the users of various sections of
DoT. The E-Payment System will provide interface with SBI’s payment gateway for
online payment by its customers and with the PAO-2000 system developed by
NIC for Pay and Accounts Offices of Government of India which is also being
implemented in DoT.
TCIL is now geared up to take up development and implementation of similar E-Payment Application System projects for other Government Departments in the country.
